Application for an American Birth Certificate
The initial request is made directly to the Vital Records department, depending on the county and state where the person was born or registered. The functions and activities of the Vital Records department are similar to the Civil Registry in Mexico.
Each county and state have different requirements. It is a simple procedure when the applicant does it in person at Vital Records offices at the registration place in the United States.
However, on many occasions, the applicant and his family are in Mexico and, it is cheaper to process the certificate from here than to travel to the United States to obtain an American Birth Certificate.
Here are some of the similarities shared by Vital Records departments in different counties in the United States:
- Each county or state has its form that must be completed correctly and signed by the applicant.
- Counties also require a Sworn Statement signed by the Notary at the closest American Consulate. The cost of this signature is 50 dollars paid directly at the Consulate. It is necessary to schedule a prior appointment, like in all procedures, and bring an official identification, usually, your passport in original, and copy.
- It is necessary to prove the applicant's identity or the relationship with the person requesting the American Birth Certificate. In most counties and states, the Mexican Passport as official identification is accepted, but there are exceptions in which counties and states are more strict for identity verification.
- The cost of an American Birth Certificate is relatively inexpensive. Depending on the county or state, the cost ranges from 20 to 30 dollars. Method of payment is an important issue, normally when requesting an American Birth Certificate by mail, payment is required by check or money order acceprted in American banks, addressed to county or state Vital Records department. Few counties accept payment by credit card. Therefore, it is necessary to pay with checks or money orders that are accepted in the United States, through Banks or Brokerage Houses that normally earn a commission ranging from 30 to 60 dollars.
- All counties have a safe mail address. However, we advise you to send your file through a private courier company, so your file is received correctly by the county or state. - It does not include the cost of 50 dollars for the Sworn Statement, which must be paid at your appointment at the Consulate or Embassy.

The Apostille of an American Birth Certificate
The first step is to know why you need an apostille of a document. Usually, the American Birth Certificate and similar documents, need to be apostille so they are valid for the authorities in Mexico.
The document's Apostille must be requested at the Secretary of State where the document was issued. For example, a California State Birth Certificate must be Apostilled at the California Secretary of State.
The request must include the following:
- The original document to be apostilled.
- The complete postal address, where the apostilled American Birth Certificate will be sent. We recommend that you use an address in the United States and that it be subsequently sent to Mexico, through a private and immediate courier company.
- You must attach the payment through Money Order or Check that is issued in a bank or brokerage house to ensure that it is valid in the United States and the Secretary of State can collect it.
- It is usually issued in the name of the Secretary of State but must be verified in advance.
- Usually, in the application form it is necessary to mention what the document to be apostilled will be used for.
The cost to apostille an American Birth Certificate varies from 10 to 30 dollars, depending on the price set by each state.
Also, if you are in Mexico, you must pay the commission to the bank or brokerage house for issuing a valid Money Order or check to be cashed in the United States. That commission varies between 30 to 60 dollars.
Duration of the procedure
Usually, the process is quite fast. You can receive an apostilled American Birth Certificate within two to four weeks.

- The filling and presentation of the application form required by the corresponding Secretary of State.
- The payment of the Apostille in the corresponding Secretary of State.
- Payment to bank or brokerage house commission for the issuance of a check or Money Order to be collected in the United States.
- Up to two shipments to the United States are already included through a private and immediate courier company.
- The receipt of the Apostilled Birth Certificate at an address in the United States and subsequently the shipment to Mexico.

2nd. Final payment of 3,000 pesos upon satisfactory receipt of the American Birth Certificate.
